The Yavapai County digging problem
Water line work here is not the same job it is in the Valley. Yavapai County ground is full of decomposed granite, caliche and rock, and the difference between an easy run and a hard one can be a few feet of route. That is why a real number requires walking the route first — a phone quote on a water line is a guess that gets revised upward once the ground says otherwise.
What actually drives the cost: the length of the run, the required depth, what is on the surface above it (a driveway or established landscaping changes everything), soil and rock conditions, and whether the existing path is reusable or the line should be rerouted somewhere less destructive.
Many properties out here run from a well rather than a meter. Those runs are their own discipline — pressure, pump and tank all interact with the line — and are covered under well water service as well.

Yes, when Neil is available — weekends and holidays are billed at the weekday rate.
A broken main line is water running continuously, usually into the ground under your property, and it should not wait until Monday for pricing reasons. There is no overtime charge and no emergency surcharge. After-hours availability is not guaranteed — it depends on the schedule and where Neil already is — but when he is available, the rate is the same as any weekday.
What pipe material do you use for water line replacement?
Typically PEX or copper, chosen for the conditions of the run rather than by habit.
PEX handles ground movement and freeze stress well and has no soldered joints underground to fail; copper remains a solid choice in the right application. In Yavapai County, hard water and mineral content factor into the recommendation, because the same water that causes pinhole leaks in interior copper is running through the service line too.
Can a water line be replaced without digging up the whole yard?
Often, yes.
