Service and repair are fine — flush, anode rod, thermostats, valves, tankless descaling. A full replacement is a licensed contractor's job and we will tell you that up front.

A.R.S. § 32-1121(D)(2) removes all natural gas and propane work from the exemption regardless of the dollar amount. That includes gas water heaters where the gas connection is part of the job.
